Strata corp repair all balconies without permit

there is no mention of patios and balconies. my strata is insisting on repairing ALL balconies immediately and by a contractor mysteriously already in place. THEY ALSO INSIST THEY DO NOT REQUIRE A CITY WORK PERMIT,

and because i have not cleared my patio- first it was just a $150 charge to have my patio cleared for me but now they have threatened me with legal action/ but im not sure why. im just asking for them to produce a city work permit to do this massive renovation
