Demand Letter Without Prejudice


To Whom It May Concern,


This letter serves as a formal demand for the full refund of tuition payments for the following student applicants enrolled at Vancouver International College (VIC):

Nicole Castro Jeffrey Suriben Richard Viluan Maria Aiah Secarez Fatima Tomongha Randy Buscas These students were officially enrolled at VIC and authorized Richard Acosta to assist them with their enrollment procedures. The enrollment was facilitated in coordination with Ilyas Karyran, a former VIC employee. Requests and documentation were submitted to Mr. Karyran via WhatsApp and email dated May 13, 2025.


After Mr. Karyran’s resignation, I was instructed to communicate with Emre Okkay. On August 29, 2025, at 9:10 AM, I emailed Mr. Okkay all required documentation related to the refunds, including:

Proof of refusal Proof of invoice Authorization letters naming Richard Acosta as representative Payment proof (receipts and bank transfer confirmations) Complete communication history with Emre and the finance department From August 2025 to present, I and Mr Okkay were communicating regarding the said refund with no positive feedback. On October 8, 2025, Okkay informed me, that the refund processing time is 30 days. It’s been almost 60 days since the refund process began and despite numerous follow-ups, no positive confirmation or refund has been issued from Finance Department. All related communication has been compiled as evidence.

Demand for Payment

We hereby request that the full refund for the above-named students be issued no later than December 5, 2025.

Payment may be made via cheque under the name of Richard Acosta.

Notice of Legal Action

If payment is not received by the deadline stated above, we will pursue legal action through the BC Small Claims Court without further notice. This claim will include:

The full outstanding refund amounts Court filing fees Disbursements Interest Compensation for emotional and psychological distress We prefer to resolve this matter amicably and without the need for legal proceedings. Your immediate attention and cooperation are expected and appreciated.
